The project

For the proposed redevelopment of Roosevelt Plot 1A in Leiden, Portaal was exploring different options for resident and visitor parking. The question was how parking, walking, cycling, public transport and shared mobility could meet the travel needs of future tenants.

Mobility needs and accessibility

Omega analysed access to everyday amenities and related this to the composition of the intended resident groups. Omega also mapped existing shared car and bicycle services in the surrounding area.

Scenarios and conditions

The March 2025 draft memo compares car-free living with shared mobility on the site against a scenario in which residents use nearby parking facilities, supplemented by limited buffer capacity on the site. Omega set out the conditions for ensuring the availability and financial continuity of shared mobility. The memo provides a basis for further consideration and decision-making.
