Stadshavens Groningen

The project

Stadshavens is an area development on the Eemskanaal in Groningen. In Stadshavens West, developers VanWonen, BPD and VolkerWessels Vastgoed, housing associations Nijestee and Lefier, and the Municipality of Groningen are working together on a new urban neighbourhood. Housing, employment and facilities come together here, with parking and shared mobility in mobility hubs and space for walking, cycling and spending time outdoors.

Omega has advised the collaborating landowners since 2024, with VanWonen acting as client on their behalf. We identify their interests and assumptions and translate these into choices for the parking hubs. Layout, phasing, use, management and operation are considered together.

In 2025, Omega prepared the mobility plan for sub-plan 1. The plan covers car, bicycle and mobility scooter parking, shared use, and access for residents, visitors and services. Hub options were also investigated, and the provision and organisation of shared mobility were developed further.

In 2026, the commission was extended to include process support in preparing the sale of the first parking hub. Omega develops usage and operating scenarios, incorporates stakeholder responses and aligns assumptions on design, costs and parking subscriptions. We compile the information needed for joint decision-making and approaches to investors and operators. The later parking hubs in sub-plans 2 and 3 are also taken into account.
